"No!", means "No!". Do NOT create an additional call abandonment safe harbor to allow telemarketing calls that deliver a prerecorded message to consumers with whom the seller on whose behalf the calls are made has an established business relationship. This will be abused and the American public will string you up by your fingernails for allowing the scum of the earth to robo-call with recorded messages. I am suprised that this safe harbor is even being entertained. "NO!". "Hell No!" Any other answer will only increase the collective misery of the American people (who others only refer to as 'consumers'). CM Banker
