I urge the FTC to not allow this additional safe harbor provision. The use of pre-recorded messages places the consumer in the position of having to contact the company placing these calls in order to be removed from future sales calls. Pre-recorded advertisements are the worst kind of telemarketing as the consumer has no recourse to ask the calling party to remove them from their call lists, express their dissatisfaction with the calling company, or otherwise give feedback.
