I feel the "do not call" list should be treated as confidental. Privacy is limited in this modern day. Opening the door to telemarketers, by allowing them to utilize the list in any form or fashion, whether prerecorded or not, destroys our privacy and promotes harassment. Ask yourself, would I rather be annoyed by picketing citizens who voted me into office, or telemarketing lobbies who only are looking to make a buck off of the voters ignorance? Have you ever been Harassed? Would you like to be?
