People have voluntarily submitted phone numbers to the Do Not Call list for the purpose of not being disturbed by telemarketers. It would be abuse to allow telemarketers to them use this list for "approved" recorded messages. They're already allowed to call if they can establish a business relationship. Let's not open the door any wider.
