Please do not open the "safe harbor" exception to allow pre-recorded messages for "established business relationships". Despite having my phone on the do-not-call list within the first week of it's establishment, I continue to get calls from people claiming exemption under "pre-established business relationship". This is a loophole that is already difficult to enforce and frequently abused. Don't open it any wider!!
