With live phone solicitors, people can immediately act to stop the unsolicited phone harassment by demanding to be taken off the solicitors' call list. With automated calls, an unfair burden is put on the consumer to research how to contact phone solicitors to be removed from their call list. This provision is a boondoggle opening the door to increased phone-spamming. Please do not pursue this rule change. Harassment is not free speech.
