This is a poor proposal. Any company is already permitted to call existing customers without significant restriction, so this provision is unnecessary. I see no legitimate need for this change to the regulations. It only makes it easier for companies to slip by the rules and contact new consumers by asserting that a relationship exists when in fact it does not, since the lack of personal phone contact makes it difficult for the consumer to track down the company responsible for the violation.
