The whole point of the DO-NOT-CALL list is for solicitors to NOT CALL the people who have taken the time to put their numbers on the list. That's why it's called a DO-NOT-CALL list and not a CALL-IF-IT'S-REALLY-SHORT list. It's already been proven that many telemarketers abuse the system, with or without the DO-NOT-CALL list, so adding this loophole will just make it that much easier to abuse it further. Please, don't mess up something that works well. People signed up for the list for the exact reason it was created for; to not receive solicitations. Keep the DO-NOT-CALL list the DO-NOT-CALL list; don't change it into the aforementioned CALL-IF-IT'S-REALLY-SHORT list. Thank you!
