What an incredibly ANTI-FAMILY proposal! These calls will most likely come in the early evening when there is the greatest likelyhood that someone will be home... and that is the time we have to see our families and help our children with school work. Into this time slot you want to allow junk calls? The term "established business relationship" is a joke. It can cover everthing from having a credit card with a "related party" to some huge financial comglomerate, to once having bought somthing at their store. In proposing this, you are confirming that those making the rules in Washington are part of an out-ot-touch elite, either childless themselves or rich enough and clueless enough to be hiring others to raise their chidren. LEAVE OUR FAMILIES ALONE!
