Please do not change the Do Not Call rules. These current restrictions work very well and help protect a significant portion of our aged population against unwanted solicitations and unscruplous marketers (yes, even from those vendors the customer has already done business with). If there is a loophole in the legal language that requires this change, I suggest 1) quick draft legislation to patch the loophole, and 2) require "opt-in" permission via mail before sending any messages before allowing the change.
