With all due respect, what part of "no unsolicited sales calls" isn't understood by the FTC? This seems an obvious cave-in to the telemarketing industry that seems to be "de riguer" for government agencies. Please respect the clear intent, wishes and expectations of those that registered with the "DO NOT CALL" list!
