Opening such a loophole in the do-not call list would defeat the purpose of the list itself. The do-not-call list placed the choice and the power directly into the hands of the consumer. To hand it right back to companies is an abdication of your responsibilities as a governing body and a slap in the face to consumers tired of being harassed by calls they do not want.
