I am against any additional "Safe Harbors", especially of the pre-recorded variety for the following reasons: 1. I pay for the telephone line. I do not want my privacy interfered with, especially by somebody who has no clear personal reason to contact me. 2. I feel that most exceptions will be circumvented and used for purposes that primarily annoy me. 3. Pre-recorded messages are the most obnoxious kind. 4. I think you should eliminate the exemption for political advertising. It is annoying. 5. As a middle of the road, Republican/Democrat, I think you should let a Democrat do this. It is so classically "In the hands of sleazy businessmen." 6. The only cases where I can see a benefit is for a computerized message informing me of an item I have ordered becoming available; for example an order that I have place which has come in.
