I do not favor this amendment. In general, I wish to receive zero calls from telemarketers, pre-established business relationship or not. In the event that I do receive a voice call from a telemarketer, I simply request to be removed from their call list. However, if I receive that unwanted call from a voice recording rather than a real live person, it places an additional burden on me to get removed from their list.
