With the existing abuses of the system in relationship to already having a relationship with the intended victim (i.e. consumer) why would additional allowances be made. This proposal just adds another potential abuse of the system. If there is a desire for contact, add opt in cababilities to the national registry. Allow consumers to opt in to recorded messages, or any other type of communication. Too often the opt out requests are ignored and an opt in model is the only effective solution.
