Telemarketing is the worst kind of privacy-intrusive occurrence there is. Any steps away from making it completely forbidden to call those who have opt'ed-out of telemarketing are just plain wrong, offensive, intrusive, obnoxious, and everything else that's bad. Ideally, one should have to opt-in for telemarketing, but I realize that this is not in the phone companies' best interest, so I understand that this will, sadly, not happen.
