Under NO CIRCUMSTANCES should the regulations be changed to allow more telemarketing calls. A pre-recorded message is about as annoying as you can get. Also, "an established business relationship" means almost anything and totally opens the door for abuse. Since there is a similar loophole that apparently still allows poll-takers to call we still get a significant number of calls at night and on weekends.
