The proposed amendment is a terrible idea and blatantly contradicts the core purpose of the TSR and the no-call program in general. The only parties who gain from this absurd loophole are the very telemarketing spammers whose unconscionable actions made the TSR and no-call list necessary in the first place. The proposed amendment could be so broadly interpreted as to deny virtually all protection to private individuals and businesses who have registered, via the no-call registry, their desire to be left alone and protected from unwelcome intrusions by marketing weasels. Kill this stupid amendment. Kill anything resembling it which appears in its place. Keep on killing any attempts to allow theft of time and resources from people who neither wish to have their communications tools turned against them by telemarketers, nor wish to lose the small protections they have gained through the no-call registry.
