Absolutely opposed. A recorded message is worse than a person on the other end of the phone. At least you can tell the person to get off your line. With a recording, the line is tied up until the tape runs out. This is not only intrusive, but in some instances can be dangerous. Someone trying to call for emergency services would be unable to get a dial tone until after the recording ended. It would also break their concentration if they were attempting to administer first aid, CPR, etc., while dialing. No call means no call -- how hard is that to understand? Please do not permit this abuse.
