I think that any weakening (and the proposal is a weakening) of the Do Not Call list is an awful idea. I do not wish to recieve marketing phone calls - that's why my phone numbers are on the list. I believe that the "established business relationship" clause would be abused, so that any affiate or remote relationship between business would be used to allow calls that are, in fact, unrealted to the actual business reationship. (Think life insurance calls from an "affiliate" of my bank...) This will lead to unwelcome calls to a group of people who have already stated a wish to be left alone. Don't weaken the list.
