Millions of people signed up for the 'Do-Not-Call' list because it was their understanding that they would no longer receive phone calls for marketing purposes. That included prerecorded messages. If they had been asked to sign up for a list preventing marketing phone calls, except recorded automations, not nearly as many would have signed up. What will the next change be? FTC selling the list to tele-marketers? Allowing prerecorded messages ruins this Do-Not-Call list. The FTC got something right for once. Leave it be.
