Do Not Call means Do Not Call. A prerecorded phone call (that I don't want or need) is just as annoying as the standard calls that I have already said I don't want. This proposed loophole is exactly that; a loophole. Something that makes the DNC list weaker is by definition bad. That's it. I could go on with reason after reason why this is a horrible idea, but I think you're intelligent...figure it out.
