This is a bad idea. What is the point of having a National Do Not Call registry if you are just going to whittle away all it's consumer protection provisions? I don't want calls from telemarketers or their recorded 'messages'. I pay for my phone service, they don't and I am not paying for it to provide unwelcome solicitors with a business opportunity. The definition of an 'established business relationship' is so vaguely worded that it is practically meaningless. If I answer the phone, does that constitute an 'established business relationship'?
