I would like to start off by saying that I actually WORKED for a large telemarketing company in the position of IT director, and as such have some small idea of how things work in the business. I believe that any atttempt to modify the Dinkle law would be disastrous for consumers. Presenting any opening to bypass the block for any reason; pre-recordings, political calls, and the like, will be much like a small leak in a dike. Before you know it, you'll have the entire lake in your living room. Without getting into details, I can say that one of the major foci of the industry is the circumvention of the law in any way that can be got away with. Modifying the law will open the flood gates.
