No, no, no, no, no! Please no! I *still* get too many calls from groups that refuse to identify themselves, have "out of state" numbers, or otherwise never take me off their list. The loophole allowing politicians to call me during the election = over 4-5 annoying calls a day, all pre-recorded. Do *not* allow this loophole to be created. I do *not* want to hear from a company unless *I* am calling them - preexisting relationship or not. Suggestion - if you do want/need to open this sort of area up, consider making the penalties extremely significant - and also give the person being called reason to go ahead and submit complaints. I'd be a lot more comfortable about letting companies call me if those companies knew that if they called me without my permission (or whatever the legal metric ends up being) they'd be fined $10k - with half going to FCC, half going to the person who filled out a web-based complaint form with enough information to validate the complaint (perhaps by identifying trends). Since I don't think you'll be able to do this politically... do not allow companies to send pre-recorded calls. Thank you. -Andre Vrignaud
