This proposed rule change represents a giant step backward in the purpose of the Do Not Call Registry. Those of us who added our numbers to the list did so as we do not want to receive ANY unsolicited calls. Pre-recorded calls in particular are unwelcome as they often require us to listen to the entire message to find out how to prevent the caller from contacting us in the future. The only companies who should be allowed to contact us should be those where we have explicitly granted permission to contact us (implicit permission through an "established business relationship" is not an excuse to invade our homes). Citizens, not businesses, should be the ones who decide whether or not to allow businesses to contact us.
