Comments:
The proposed change to allow telemarketing would obviously fully undermine the attampt by congress to disallow most telemarketing. A telephone call at suppertime from a tape recorder is no less annoying than the same from a person; to allow this excess safe harbor would both go against the intent of the law as well as do away with the newfound peace in the average citizen's home.
