Comments:
The proposed rule would, in effect, gut the Do-Not-Call list by allowing telemarketers to bombard callers with pre-recorded advertising. Given the fact that voice activated call systems are fairly advanced, this would enable a telemarketing organization to deliver significantly higher volumes of unwanted calls for significantly less money, as they would not need to employ any actual operators. Furthermore, by allowing telemarketers to make pre-recorded calls to numbers on the Do-Not-Call list, they would be able to use the list as a list of confirmed phone numbers. This is exactly what the Do-Not-Call list was designed to prevent.
