Comments:
Any opening of the Do-Not-Call list to allow pre-recorded messages is a complete destruction of the intent of the law. Pre-recorded messages are far more irritating than human telemarketers even if they are shorter. Existing business relationships can be stretched to absurdity and any loophole like this will be exploited to a degree as to make the law meaningless. The DNC rules should not be destroyed in this manner.
