This amendment is a terrible idea. A "do-not-call" list should not be amended to allow for telemarketing calls that are pre-recorded. That is not why millions of people signed up for the list. A better idea would be to create an entirely new list for people that enjoy hearing pre-recorded messages and then let the ones that want to sign up on that list.
