If you change the rules and allow pre-recorded messages, then the 'do not call list' will be worthless. Allowing pre recorded messages is basically the same as allowing live calls, either case we will be hit with tons of unwanted phone calls. It won't matter if there is not an 'established' relationship, you are not able to determine or measure that and the telemarketers will load up. We do not want unsolicited phone calls; prerecorded messages and clearly identifying themselves does not solve the fact the phone rang. It is a nuisance. Please do not open a loop hole for telemarketers. No matter what strings you attach to it, this loophole will ruin what has become a success story. Please do not go backwards. Regards, JNW
