Most of the opt outs...sales of credit information, do not call lists, work very imperfectly at best. The individual citizen must fight very hard to maintain any privacy. The plethora of automated calls during the last national election is an excellent example of a loophole that caused this household, at least, huge perturbation. Under no circumstances should an additional loophole be added. I think phone soliciting by anyone, for any purpose, should be barred, period. No one can adequately justify this ultimate invasion of privacy.
