Please do not open this loop hole. The Internet has been ruined by spam. My telephone is for communication only with people I chose to speak with. To allow my voice mail to be cluttered with unwanted advertising would be criminal. Put the onus on the telemarketers and insist on an opt in policy. Opt out is a joke and only works to the benefit of the telemarketers. Fairness dictates that a person may chose to receive telemarketing calls rather than opting out after the fact.
