Approval should only be accepted if the consumer 'opts-in'. The term 'established business relationship' is too vague, and should not be left to business to determine, but rather the consumer! Further any business that utilizes a practice other than 'opt-in' jeopardizes their business with this consumer. On a final note, having listened to the people, the existing Telemarketing Sales Rule, as crafted, has served the consumer well. Why, in my opinion, take a step backward and weaken it?
