Owners of private phones in a private residence should have the option; to receive telemarketing calls or not. I'm sure most people purchase their phone for their own use and not for someone else's. This should be a primary consideration. If telemarketers offer to pay the owners monthly bill maybe the owner would be willing to except telemarketing calls.
