I find it absolutely insane to allow this loophole in the Do Not Call List. The key issue is privacy and that issue would be compromised allowing pre-recorded messages. What an incredible waste of taxpayer money to create the list in the first place if it still allows citizens on the list to still be bothered with unwanted phone calls.
