I do not support the proposed change to the Telemarketing Sales Rule to create an additional call abandonment safe harbor to allow telemarketing calls that deliver a prerecorded message to consumers with whom the seller on whose behalf the calls are made has an established business relationship. I think the definition of an established business relationship will be abused and interpreted in an overly broad fashion. A very specific definition of the established business relationship, perhaps, that limits it to those customers who have specifically opted-in to receiving information from the company, would be a fair compromise. Opting-in may be defined to include having returned product information cards with the appropriate check-off for receiving further information. Thank you for considering the opinion of citizens without lobbyists.
