I am strongly opposed to any modification of the existing framework. Opening this loophole -- which is what it is -- along with new technology such as VOIP will undoubtedly lead to a barrage of telemarketing calls. Not only will this be an annoyance, but it will result in a cost burden for those of us who have ported our residential telephone numbers to our cellular phones.
