Absolutely not! Do not add this loophole. Please lets us have the ability to turn off unwanted calls and messages easily with the existing DNC list. Making us contact each possible caller and opt out of their system simply would be too onerous. Keep strong the protections for the people. Do not give in to the demands of commercial interests.
