I do not favor creation of the Do Not Call loophole. If I wanted to be called by companies, I wouldn't have placed myself on the Do Not Call list. With current technology, the public will be bombarded with calls they did not solicit. If you didn't expect this to make a difference, you wouldn't be proposing it; so please do not make excuses that you are bringing it in line with FCC rules.
