Comments:

I am writing to oppose adoption of the proposed amendment of the Telemarketing Sales Rule to create an additional call abandonment safe harbor to allow telemarketing calls that deliver a prerecorded message to consumers with whom the seller on whose behalf the calls are made has an established business relationship. There are sufficient ways existing already to allow consumers to opt in to this type of relationship. With the advent of VOIP technology, businesses will have an extremely cost-efficient way to continuously spam consumers with whom they have only the most tenuous relationships. This proposed amendment represents a step backward and a loss of privacy for consumers. Please do not allow this amendment.
