Explicit opt-in policies are always the best policy. The proposed changes place the burden on the consumer. If the proposed telemarketing service is so useful to me as a consumer, let me tell the telemarketer I want the service. Please do not gut the few protections I enjoy now from marketers. I urge you to discard the proposed changes.
