We use SSN's nearly every day to locate witnesses in both civil and criminal court cases in order to conduct interviews or to serve them with subpoenas or other court process. These are functions that are not done by government agencies since we are working on behalf of private attorneys or in the role of criminal defense investigators. Use of the SSN's is important because it can become impossible to sort out the correct person if they have any type of common name. Government agencies have access to other identifiers that we do not, such as state driver's license numbers, to sort out individuals with common names.
