<hr><P><b>Comments:</b></p>While I fully understand, and support the need to protect the public from identity theft, I believe a complete ban on legitimate legal  use by licensed investigators is unreasonable.

There must be  alternatives to resolve this, and I would urge the government to review these.</body></html>
