The only use of the SSN should be for it's original purpose, that of providing Social Security benefits. There should be NO use of the SSN by credit checking organizations. No use of SSN by insurance companies. No use of the SSN by law enforcement, other than as just a piece of data that everyone knows can be compromised. Just take it back to it's original intent, and you will fix most of the problems associated with SSN relatiionships to identity theft.
