With all that has happened with gov agencies 'misplacing' IT assets, and the preponderance of 'phishing' schemes these days, NO official entity that does business inside the US (not limited official gov agencies, to include financial, education, and corporate entities) should have long ago purged ssn data, and/or replaced it with a suitable discrete identifier. The fact that we are so reliant on ssn's in todays society just sets the US up for ongoing fraud. SSN's are still very important to track certain info, yet that info should only appear on a limited number of 'documents'.
