In my opinion there is no need for this act. Veterinarians take an oath to provide the best care for the animals and part of our passion is keeping owners in mind. I would not feel confident sending a prescription with a client without a waiver, especially in light of recent recalls. Also, in a busy private practice patient care would suffer with the tediousness of writing full prescriptions.
