No further regulation is required to provide pet owners with good options in filling rx's. Requirements placed on vets to give written rx's would be superfluous. Most states already require that they be provided upon request. Consumers know the option of filling rx's on-line or elsewhere, since big business has spent millions advertising that option (e.g. PetMeda and Walmart). We often call rx's in for clients, no paper (or dead trees required). These "outside options" are vital and should not be restricted. This includes compounded drugs. However care must be taken that products sold as purported rx drugs assuredly be what they claim to be.
