Remember the VCR - that a technology CAN have an infringing use does not support prohibiting / criminalizing the existence and use of that technology. Peer to Peer is a powerful technology with many uses, some of the infringing. The FTC should not cooperate with media conglomerates which try to eliminate Peer to Peer because it challenges their traditional marketing models. Instead, the FTC should encourage Peer to Peer for its new economic benefits (e.g. distributing the costs of distribution among the willing). And, in working to enable enforcement against people who use Peer to Peer or any technology to infringe, always balance privacy rights.
