targeting small businesses is wrong, the tanning industry provides a service, it's safe to assume nail salon hair salon etc have product in use that can be harmfull, gas station have a warning label right on the pumps, food has a warning, personal responsibilty, we educate the consumer thy make their own decisions, car kills people guns but there is no warning, be fair and equal and let us do out jobs
